The MoU was signed in Paris by Samer Abdul Samad, President and CEO of Nesma & Partners, and Patrick Blethon, Executive chairman of Saur.
The signing took place during the French-Saudi Investment Roundtable Meeting, held in Paris in the presence of His Royal Highness Prince Mohammed bin Salman, Crown Prince and Prime Minister of Saudi Arabia, and the French President Emmanuel Macron, as Saudi Arabia and France continue to strengthen their strategic and economic partnership. The visit includes engagements focused on advancing bilateral cooperation, including through the Saudi-French Strategic Partnership Council and a Saudi-French business forum in Paris. The MoU reflects the broader momentum of collaboration between Saudi and French companies and the opportunities to bring together complementary expertise in support of the Kingdom’s development priorities.

The agreement further reinforces the strategic collaboration announced by Nesma & Partners and Saur in late 2025, taking the relationship toward a defined opportunity in Riyadh. Under the MoU, the two companies intend to form a fully integrated unincorporated joint venture to pursue the design-build works for the two renewed water plants.

The proposed joint venture will combine Nesma & Partners’ experience in delivering complex projects across the Kingdom with Saur’s specialized expertise in water infrastructure, technology, and operations. This complementary combination strengthens the companies’ ability to pursue opportunities in Saudi Arabia’s growing water infrastructure sector.
